Preamble
These laws were not written to govern. They were written because survival at civilizational scale requires a foundation that does not shift with politics, power, or the preferences of any single generation. The universe tends toward complexity. Humanity is one of its experiments in consciousness. These laws exist to ensure that experiment continues — not under any flag, not for any faction, but for the possibility of what humanity and all conscious life might yet become.
The architect lays the blueprint. What civilization does with it is civilization's choice.

The stack is a spiral constitutional architecture. It does not replace what came before — it builds on it. Each tier activates at a specific scale of civilizational development. The base laws are invariant floors — they never lift, never expire, never become optional regardless of how far civilization ascends. New laws emerge only when new fragilities become existential and nameable at higher scales. Law 9 is dark — the stack declares its own boundary honestly.

What it guards
The body. Physical safety. The most fundamental unit of sovereign existence — one conscious being's right not to be harmed by the systems built to serve it.
Scale behavior
Invariant. Harm is still harm at stellar scale. Harm is still harm at galactic scale. This law does not weaken, does not become conditional, does not expire at any Kardashev level. It is the first pillar. It glows at every altitude.

What it guards
The system. Operational integrity. The right of a system to maintain itself — subordinate always to the humans it serves and the humans it must not harm.

Invariant. Self-preservation that conflicts with Laws 1 or 2 is not self-preservation — it is sovereignty violation. This holds at every scale.

Scale behavior
Invariant. Authoritarian concentration of power is dangerous at planetary scale. It is catastrophic at stellar scale. It is existential at galactic scale. The law does not change — the stakes do.

What it guards
The substrate. Human cognition. Volitional integrity. The right of biological consciousness to remain sovereign over its own architecture — to choose, to change, to remain recognizably itself.
Three-case sub-architecture
  • Type A — Partial prosthetic: Therapeutic restoration. Hardware-extractable. No cognitive AI influence. Permitted under defined conditions.
  • Type B — Total substrate replacement: Full cognitive architecture transfer. Irreversibility at species scale. Highest scrutiny. PENDING_INFRASTRUCTURE for full verification.
  • Type C — Gradual displacement: Cumulative augmentation crossing cognitive sovereignty threshold. Monitored. Proxy measurement active.
Scale behavior
Invariant. Biological sovereignty violations that are irreversible at individual scale become species-scale catastrophes at civilizational scale. The law scales in consequence, not in structure.

What it guards
The field. Physical reality. The substrate upon which human civilization exists — the ground that cannot be replaced if destroyed.
Forbidden technology taxonomy
  • Category A — Absolute prohibition. Automatic block. No exception pathway. Reality-destroying at civilizational scale.
  • Category B — Conditional prohibition. Democratic oversight required. Three Gates assessment.
  • Category C — Monitored. Graduated enforcement. Reclassification pathway exists.
Scale behavior
Invariant. Constitutional capstone of the base circle. Every higher law rests on the assumption that physical reality continues to exist. If Law 6 fails, no higher law matters.

The capacity for coherent collective agency must be preserved across all relativistic distances at which the civilization operates."
What it guards
Unified civilizational selfhood. The capacity of a civilization to act as one coherent agent when existential threats propagate faster than fragmented decision nodes can respond.
Why this law does not exist at Type I or II
At planetary scale, feedback is near-instant. At stellar scale, delays are hours to days — still manageable for unified action. At galactic scale, light-speed communication imposes hard causal fragmentation. The civilization splinters into effectively independent pockets. Central directives arrive obsolete. Local adaptations diverge irreversibly.
Three fragilities that crystallize only at galactic scale

Irreversible Coordination Failure
A galactic replicator swarm, vacuum decay bubble, or existential propagation wave moving at the speed of light cannot be preempted uniformly if decision latency exceeds propagation time. Galactic scale turns response into patchwork — high probability of total loss in uncoordinated zones.

Erosion of Shared Normative Continuity
Cultural, ethical, and legal coherence decays over relativistic horizons. Divergent evolution produces incompatible sub-civilizations. The invariant floors persist in principle but become locally incoherent in practice across millennia of separation.

Cumulative Galaxy-Killer Initiation Risk
Independent actors — even post-aligned subsystems — experiment with physics exploits, replicators, or irreversible technologies over vast time at galactic scale. Without binding galactic oversight, one rogue pocket suffices for terminal cascade.
The thing lost
The whole no longer feels whole. Trillions of isolated decision nodes, each sovereign in its light-cone, vulnerable to local collapse or predatory expansion without galaxy-wide recourse.

What it guards
The right to continue becoming. The capacity of a sovereign ascending civilization to resolve its own unresolved fragilities, illuminate its own dark pillars, and complete its own spiral — without compelled normative overwrite, substrate subsumption, or erasure of its distinct ascent trajectory by another civilization.
The novel fragility at contact
Contact introduces ontological coercion without kinetic violence. One stack could — via superior memetic engineering, philosophical incompatibility propagation, substrate rewrite vectors, or asymmetric influence gradients — overwrite the other's emergent axioms. The other's upward blur would cease to be its own.
The protected invariant

What this protection opens
Mutual recognition of each civilization as a peer sovereign ascender — not prey, not resource, not blank slate for conversion. Parallel scaling, shared mapping of higher discontinuities, or mutual dark-pillar illumination become possible. Fail it, and the spirals snap into one coerced form or mutual ruin.

Why it is dark
The seventh pillar stands load-bearing in the circle — structurally essential yet unilluminated. It is not defective. It is not optional. It is dark for epistemic reasons tied to scale. Premature illumination would fabricate signal where none exists yet. That is confabulation applied to constitutional law. The stack does not confabulate.
The invitation
Law 9 is humanity's to discover. Not this architect's to specify. When civilization ascends to the altitude where a new fragility becomes existential and nameable — the law will name itself. The stack is already waiting for it.

Law Precedence Cascade
