Client‑side TensorFlow.js analysis (xBD dataset) with a confidence gate (≥0.60). Low‑confidence AI defaults to neutral — no garbage in.
🤝 Corroboration Score
Agreement with reports within 50 meters. Single report = 0.50 (neutral). Contradictions penalize.
⏱️ Temporal Freshness
Decays linearly over 48 hours — older reports carry less weight.
🔍 Classification Consistency
Cross‑category logic: “Total Collapse” on a Road or Utility line reduces score.
DCI Formula
DCI = (0.35 × PES_eff) + (0.30 × COR) + (0.20 × TFR) + (0.15 × CCI)
≥ 0.70 → HIGH CONFIDENCE 0.40–0.69 → WATCH < 0.40 → REVIEW REQUIRED
